THE NATIONAL COMMISSION FOR SOCIAL ACTION (NaCSA) IS SOLICITING APPLICATIONS FOR THE POSITION OF
MIS DEVELOPER
The Social Safety Net Program is a community support project signed between the Government of Sierra Leone and two (2) of the country’s major donor partners- World Bank and UNICEF, which aims at improving the livelihood of extremely poor households and vulnerable communities, through quarterly unconditional cash transfers to these beneficiaries in targeted communities across the country. The program gives priority to female heads of households who are vulnerable victims of extreme poverty and social injustice. The initial quarterly cash incentive was pegged at Le 195,000 per household but was later increased to Le 250,000 due to the rising cost of living and other exogenous factors.
NaCSA is the implementing agent for this project and part of this mandate includes the quality assurance aspect of which the Project Officer IEC is charged with the responsibility of ensuring that the outcome is achieved project with expected result.
Scope
The MIS Developer is responsible for planning, development and implementation of hardware, software applications, programming and systems network and the integration of a management information system for the Commission’s network. Working with the Systems Specialist, the MIS Developer will review the needs of the Commission; employees and project activities related to information management, data processing and distribution processing for end users. The MIS Developer establishes budgets for hardware and software and establishes procedures and standards for access to data processing facilities and the data itself.
The specific duties and responsibilities of the successful candidate are as follows:
- Implementing advanced strategies for gathering, reviewing and analyzing data requirements;
- Prioritizing and translating requirements as new modules and/or upgrades to existing modules;
- Analyzing and the designing of solutions and database including the development of new modules and updates;
- Managing the implementation of new modules and updates and the Development and execution of the test plan;
- Generation of technical documentation and update existing documentation;
- Understanding the SDLC in design of software, and the use of a version control system (GitLab)
- Experience in Java development with focus on Spring Framework
- Experience with MySQL, MongoDB and Elasticsearch
- Working with ODK frameworks, capable of designing and integrating into different systems.
- Experience with design and generation of reports using Jasper reports templating engine
a. Qualifications: University degree in IT Engineering, Computer Science or other developer centered qualification, or other relevant subjects combined with substantial experience in IT-centered projects.
b. Have at least 5 years of experience in designing and development of Management Information Systems and databases

Technology keeps changing. New technologies emerge all the time: social networking sites, cell phones, and computers. These are technologies that have become widespread. One core skill for an MIS Developer is to be current with technology.
Analytical Skills
Ability how to analyze business processes.
Ability to identify inefficiencies and problems in the processes and assess what the information requirements
Ability to come up with solutions that deal with these inadequacies
Capable of providing expertise for the design and development of databases as part of analyzing the Commission’s information systems
The MIS Developer must have excellent supervisory skills and must be able to communicate with management and users topics relating to the operation of an MIS system. The individual must also have excellent knowledge of enterprise networks and systems, consisting of mainframe and midrange computers, IT hardware and infrastructure support, microcomputer management, data management and security.
Essential:
a. Fluency in English language with excellent Communication, presentation and interpersonal skills.
b. Knowledge and experience of working in a donor environment
c. Readiness to travel extensively in rural areas
d. Excellent IT skills and familiarity with Microsoft Office Package.
e. Strong problem-solving and analytical skills are needed in this occupation
