The National Water Resources Management Agency has received funds from the Government of Sierra Leone to procure water quality equipment and reagents for the establishment of a national water quality laboratory. Sierra Leone has vast surface water resources and an appreciable groundwater resource due to its 12 river basins and many aquifers that can sustain community water abstraction. However, with an increase in population, the creation of new settlements, the proliferation of artisanal mining, poor solid and liquid waste management, amongst others, have led to the contamination of many water bodies and pose threats to others. The establishment of a National Water Quality Laboratory will enable the Agency to embark on routine water quality monitoring for both surface and groundwater resources. This will further enable the Agency to detect point source pollution, regulate effluent disposal by water users and generally protect and manage Sierra Leone’s water resources. 

On this note the NWRMA now invites sealed bids from eligible bidders for the procurement of the following:  

  1. Laboratory equipment for water quality testing: physical, chemical, and biological parameters
  2. Water quality reagents for the testing of physical, chemical, and biological parameters
  3. Laboratory accessories 
  4. Laboratory IT equipment for data recording and storage
  5. Water quality laboratory vehicle for field data collection
  6. Laboratory benches, cabinets, and other accessories

Procure Laboratory accessories 

General water quality laboratory accessories for conducting water quality tests and ensuring safety in the lab as well.

Procure IT equipment

This will serve as the platform for smooth data collection, recording and storage. It will also be used to print reports. Typically, this will be a computer and a printer

Procure water quality vehicle

This will be used for field water quality data collection which should be a 4-Wheeler and robust off-road vehicle with capacity for carrying personnel, equipment, and water samples

Procure and install laboratory benches and cabinets, plumbing  

This will serve as hygienic tabletops for conducting water quality tests, hold and store water quality equipment and reagents

The Government of Sierra Leone through the Ministry of Finance will finance the project.

2.1

Eligible Bidders should submit the following:

Local firms shall submit with their bids as follows:

  • Signed and stamped bid form
  • Form of bid security
  • Bidder’s qualification
  • Current contract commitments
  • Authorization to Represent the Firm, (Power of Attorney)
  • Agreement of JV/Consortium or of Association of Contractor (where applicable)
  • A valid Business registration certificate
  • Bid Security of Three hundred and fifty thousand new leones    

        (SLE 350,000) or three hundred and fifty million old leones 

        {Le 350,000,000}, or its equivalent in any freely convertible   

        foreign currency from a reputable commercial bank  

  • A valid tax clearance certificate
  • A valid NASSIT clearance certificate
  • A signed Integrity Pact
  • A valid Ministry of works Certificate (Minimum class 1) 
  • A valid Freetown City Council Certificate
  • Audited monthly cash flow for at least 12 months
  • Audited income statement
  • Completion certificates for previous work/supplies done for at     

        least 3 majors projects

  • Audited financial report for the past three years (2019,2020,2021)

International firms shall submit with their bids as follows:

3.2(a)

The minimum required annual value of similar services for the successful Bidder in any of the last three years shall be Nine million new leones (SLE 9,000,000.00) or Nine billion old leones (Le 9,000,000,000.00) or its equivalent in any freely convertible foreign currency.

10.1

Bidders shall submit: Technical and financial proposals, with the technical proposal inclusive of organizational chart, CVs and list of personnel, manufacturers authorization, method statements, program of works, company profile, supply schedule, mobilisation schedule, specific experience for the past 3 years, and general experience for the past 5 years 

Bidding will be conducted through the open method of the International competitive bidding procedures as specified in the National Public Procurement Authority legal instruments and is open to both National and International eligible bidders.

Interested eligible bidders may obtain further information and inspect the bidding documents from the National Water Resources Management Agency at 29 King Harman Road, Freetown during office hours of 8:00 am to 4:30 pm from 4th August 2022 to 12th September 2022.
